Liang Binchang：A native of Changli County, Hebei Province, 56 years old. He graduated from Machinery Department of Shenyang Electromechanical Institute and is now holding the post of Board Chairman and General Manager of Shenyang Outai-KDW Torsional Moment Technology Co., Ltd. He is a senior engineer, committeeman of National Technical Committee of Standardization of Measuring Instrument and Appratus, and senior member of China Metrological Measuring Institute.

　　From 1991 to 1997, he had held the posts of Senior Engineer and Factory Director in Shenyang Random Tools Factory. In 1993, he established Shenyang Torsional Moment Measuring Research Institute and held the post of Institute Director. In 1995, he and American ITG Company jointly invested and established Shenyang Etta Torsional Moment Instrument Manufacturing Inc. and held the posts of Vice President and General Manager.

　　In the reform of regroup of state-owned enterprise assets in 1997, Mr. Liang Binchang set up Shenyang Outai Torsional Moment Technology Co., Ltd. of cooperative shares system in Shenyang High-tech Industrial Development Zone. In 1999, he and Mr. Wu Dawei (who was granted the title of Freeman by Shenyang Municipal Government in 2003), an American Chinese, General Manager of American KDW International Inc. jointly invested and established Shenyang Outai-KDW Torsional Moment Technology Co., Ltd. and held the post of Board Chairman and General Manager.

　　For more than 30 years, Mr. Liang Binchang has been persevered and enterprising in the manufacture and scientific research fields of length and mechanics metering outfits, and has studied and investigated in America, Japan and other countries for several times. He introduces advanced technology and products of foreign countries into China actively, and has published translated works in the magazines of domestic instrument industry for several times. Besides, he joined the read and edit work of national standard and detection rules of length and mechanics metering outfits for several times, and contributed a lot to the development of instrument industry of our country. In 1998, he was arranged into "Scientific Chinese, Chinese Experts and Talents Archives" (treasure version of the century), and in 2002, he was granted the title of "World Excellent Talent" of year 2002 by Internatonal Center of Notable Exchanges and his achievements were arranged into the book "The Chinese Creating the World".

　　Though Shenyang Outai-KDW Torsional Moment Technology Co., Ltd. was established by Mr. Liang Binchang only a few years ago, it has shown its strong life force. Its torsional moment products with advanced international standard quickly opened the market of domestic spaceflight, aviation, cars, engines, compressors and other industries and replaced large numbers of imported products. Besides, some products have entered the international market.
